The main goal of the Issue-based Coalition is to ensure a coordinated UN system approach to promoting gender equality, women’s empowerment and human rights in Europe and Central Asia. It aims to strengthen regional engagement to promote gender equality and human rights, provide more coherent and timely policy guidance and technical support and improve coordination, communication as well as information sharing on key lessons and good practices.

SERVICES
- Developing and issuing knowledge products on specific gender equality and human rights issues where there are clear regional/sub-regional dimensions
- Providing regional trend analysis, policy recommendations and advocacy messages to address key gender equality and human rights trends, including achievements and setbacks
- Creating regional-level spaces for engagement that bring together different actors and partners to highlight key challenges and accelerate progress on gender equality, the empowerment of women and girls and human rights
- Providing guidance, checklists and technical support on strengthening the integration of gender equality and the human rights-based approach into UN Sustainable Development Cooperation Frameworks (UNSDCFs) and Country Analyses (CAs) in coordination with the regional Peer Support Group through Regional Development Coordination Office (R-DCO)
- Guidance and tools for UNSDCF Results Groups to integrate gender and human rights across joint work plans and joint programs in specific thematic areas
- Responding to requests from UNCTs for advice and support on the integration of gender equality and human rights in key policy or programmatic initiatives
- Webinars and training/knowledge-sharing sessions on specific themes identified by the IBC or requested by UN Country Teams
- Technical support and training on UNCT System-wide Action Plan on Gender Equality Score Card, the Gender and Human Rights Equality Markers, and implementation of the UN system-wide Gender Equality Acceleration Plan (GEAP)
- Support for gender capacity assessments
- Support on engagement with the international human rights mechanisms
- Peer-review of regional IBC products to ensure strong gender and human rights integration
- Sharing updates on key policy developments and tools on gender equality and human rights relevant for UNCTs in the region, and guidance on application
- Meetings with GTGs/GRGs/HRTGs to discuss emerging trends and evolving needs and priorities
