The Issue-based Coalition on Health and Well-being provides ad-hoc support to address health-related challenges across sectors, assists in developing UN Sustainable Development Cooperation Frameworks and Common Country Analyses, communicating to UNCTs, and supporting the implementation of the Global Action Plan for Healthy Lives and Well-being for All.

IBC-Health is a coordination mechanism focusing on the achievement of SDG 3 – to ensure healthy lives and promote well-being for all at all ages – and of the health-related targets in other SDGs. It is the value proposition of the IBC-Health to support the United Nations Country Teams (UNCTs) and Resident Coordinators (RCs) by providing united action to current and critical health and well-being issues where UN collaboration makes a meaningful and significant impact. 

Due to the strong interconnections between health and sustainable development, coordination and partnerships across sectors are crucial to ensure harmonized and effective efforts. Led by WHO/Europe, it builds on other ongoing partnership initiatives, such as those on migration and health and on environment and health.

In March 2020, the WHO-UN-Red Cross COVID-19 Platform was embedded in the IBC-Health, to facilitate coordination at the regional level to enhance multi-stakeholder engagement at the country level, ensuring a multi-sectoral response to COVID-19.

  • WHO-UN-RCM Emergency Coordination Platform

    The Regional WHO-UN-Red Cross coordination platform for Emergencies is a stakeholder-wide technical platform and regional mechanism for convening briefings with UN Agencies, the Red Cross Movement and other international non-governmental organizations (INGO’s). The platform aims to identify areas of alignment between activities, complementarity of mandates, and possible joint strategies in response to emergencies in the WHO European Region, ensuring a multi-sectoral response to emergencies.

  • Immunisation

    An inclusive, integrated approach to immunization requires the engagement of a wide range of stakeholders from within the health sector and, more broadly, from sectors affected by the economic and social burden of vaccine-preventable diseases.

  • Building a healthier and greener world (encompasses one health)

    Building a healthier and greener world requires multiple sectors and experts communicating and working together to achieve better health and well-being outcomes in areas such as food safety, control of zoonoses, environment and combating antimicrobial resistance (AMR).

  • Joint programme on ageing

    An ageing population brings a high risk of social isolation and poverty, with limited access to affordable, high-quality health and social services.

SERVICES

on the development of Common Country Assessments (CCAs) and United Nations Sustainable Development Cooperation Frameworks (UNSDCFs), and monitoring and reporting on the sustainable development goals (SDGs). This service includes providing quality assurance, cross-border and/or multi-country analysis and technical support to strengthen the integration of health and well-being broadly into CCAs and UNSDCFs, including monitoring and evaluating progress of the results set out in the UNSDCF, which is essential to accelerate progress towards achieving the SDGs and implementing the 2030 Agenda.  

Developing joint position papers on priority health and well-being issues to support policy coherence across UN agencies. 

Providing coherent and timely policy advice, guidance, analysis, tools and best practices on priority health and well-being issues at the regional and country level. This service also includes translating evidence-based policy and practice to the specific country context.  

Providing coherent and timely technical support to MS and UNCTs that respond to priority health and well-being issues. Technical support could include capacity development, conducting webinars and training, conducting joint missions, peer-reviewing specific products or undertaking joint analyses.  

Setting up a culture and environment that encourages the sharing of information, knowledge and best practices about priority health and well-being issues. This service could include conducting webinars and training workshops, establishing community of practice or a knowledge platform that gathers best practices and lessons learned about a specific health and well-being issue to support knowledge and experience sharing between UNCTs, and sharing information about events on specific health and well-being issues.
